Removing the IARS forums

The IAS discussion forums have not seen any postings in a very long time. Since they are not used, and they are an ongoing maintenance problem (hundreds of spammers attempting to register each week), the IARS at the most recent meeting agreed that we should decommission the forums.
If you have any issues with this, please let me (the IARS webmaster) know. I plan on deleting the forum software next weekend; in the mean time, I have disabled registration altogether.
